The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are waged: optimistic declarations are issued from multiple capitals. Considerable effort is expended on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a ability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by Western nations. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly transforms into grim resignation: possibly the hostile projectile won't cause damage this time, sparing the city from ruin and further power outages.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to fill in the short term.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.

Political Considerations

It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration works based on a assumption familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is impossible to compel Moscow to relinquish the territory that it presently holds in Ukraine's south or east.

The issue is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.

Present Conditions

Objectively, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
